財政司司長陳茂波在銀行公會活動上強調，香港已重回正軌，將繼續吸納人才，致力發展香港金融科技業。早前「施政報告」提出撥款 300 億元成立「共同投資基金」，投資本地項目和境外企業在港的分支機構，他表示，若基金反應正面，政府將會向基金投放額外資源。

陳茂波表示本港早前成功舉辦環球金融領袖投資峰會，顯示發展已步入正軌，對於香港銀行業及國際金融中心地位非常樂觀，他又引述國際金融機構表示，計劃派遣更多的高級行政管理人員到港，並計劃增加在本地招聘，以及提升業務規模。
致力確保虛擬資產風險可控
陳茂波指出，市場對於早前發布的虛擬資產宣言反應正面，料於年底推出供機構投資者認購的綠色債券以代幣化方式發行。他稱金管局正研究數碼港元，可作為銜接法定貨幣與虛擬資產之間的「橋梁」。
對於近期出現部分虛擬資產市場崩潰的事件，以及有虛擬資產交易平台破產，他強調政府清楚虛擬資產的風險，未來幾個月將為虛擬資產服務供應商推出新的發牌制度，以確保這些服務者符合反洗錢（AML）等合規要求，致力確保風險可控。
