自普丁出兵攻打烏克蘭後，俄羅斯在短短 10 天內成為全球面臨最多制裁的國家，嚴重限制了該國進入全球金融體系和貿易的機會。普丁指出：
「今時今日的國際支付系統非常昂貴，代理帳戶和監管由一小部分國家和金融集團掌控著。」
普丁接著解釋說：
「基於數位貨幣和分散式帳本技術，可以創建出一個新的國際支付系統，更加方便，對用戶絕對安全，且完全獨立於銀行和第三方國家的干擾。」
面臨西方國家的嚴厲制裁，俄羅斯經濟正遭到前所未有的孤立，為了另尋出路，俄羅斯財政部與央行今年 9 月針對「加密貨幣跨境結算法案」達成共識，以便讓所有產業都能在國際貿易結算中，不受限制地使用比特幣和加密貨幣。
與此同時，俄羅斯央行更已推出「數位盧布」平台原型並展開測試。一位資深議員早前表示，俄羅斯日後打算與中國使用「數位盧布」相互結算，以試圖削弱美國的全球金融霸權地位。
目前，俄羅斯立法者正針對該國現有的《數位金融資產法》進行修訂，以啟動國家加密貨幣交易所。
