專訪摘要：
1. 香港特區政府早前提及成為國際虛擬資產中心的願景，很多Web3 的創新科技公司都在密切關注，您覺得政府為達到這一願景，做了哪些初期的準備?
[Terry]： 其實追朔到2017 年左右，證監會和監管局一直以來都有一些監管的公佈， 比如出台了交易所的業務框架。一直以來，香港的監管原則是不改變原本的法律或者政策，而是把現有法律嵌入到虛擬資產的交易或資產管理的監管裡去。當前的虛擬資產的監管是沿用了SFC 的監管模式，可以分成三塊：一是虛擬資產的交易，二是虛擬資產的諮詢，三是虛擬資產的管理。在初期階段，監管是有比較多的一些限制的。所以一些大型的交易所在過去的一段期間也把目光放去了其他的一些市場。政府注意到這樣的情況，想要去改善也作出了很多的公眾的諮詢，包括在過去的兩年里和行業裡的各大交易所一直進行閉門會議，討論未來香港的監管應當是怎樣去做。通過現有交易所的反饋，當前的監管模式的限制（比如限制於專業投資者，比如不能槓桿）對交易所的業務展開是有一定的影響的。政府會在之後的監管模式中去做出更多的改善， 比如是否能做零售市場，政府是會更加多的去聽取來自市場的建議，政府會朝這個方向去構思監管模式。但香港的監管還是會從保護零售投資者的角度出發，做好投資者保護。對於初創公司，是否能夠在香港有比較好的土壤，從公司成立到招聘人才，是否能夠得到相應的資助，政府都有做出前期的鋪墊。
2. 1)Web3 圈內知名的 Move to Earn 公司 StepN 在數碼港設立辦事處並作為區域總部，對很多 Web3 的公司來說是很大的鼓舞，可以分享下政府對於吸引這類優質的企業開設辦事處有哪些具體的政策和條件?
2)對於還在發展初期的 Web3 科創公司，政府會有什麼資助嗎?對於公司大小有無標準？
【Terry】： InvestHK 是政府最接近行業的一個部門。剛來到香港的公司，對於香港的監管，政策以及創業支持，或是對於人才入境/居留的問題，都可以諮詢 InvestHK。InvestHK 可以全方位的提供資訊和幫助，比如接洽科學園區的人才庫，指導公司參與合適的政府支持項目。政府對公司的大小沒有設立標準。比如對於初創團隊，是可以申請數碼港的種子基金的資助，或申請園區的辦公區域。對於國內的創始團隊，可以在網上註冊為香港公司，之後便就可以申請數碼港的種子基金，以幫助後續把公司搬來香港。
3. Web3 科創公司的發展需要資金的支持，所以想問個實際些的問題，港府旗下的加速器將給予 Web3 科創公司怎樣的資金支持?
【Terry】：主要有三個方向，一是園區可以申請到的資助， 二是人才方面的政府資金，三是在香港政府對於創業公司的投資。園區主要有數碼港和科學園。數碼港的資金是分階段發放。初期階段：種子基金 10 萬港幣，在構思階段就可以申請； 起步階段：培育計劃 50 萬港幣；中期階段：加速器 30 萬港幣；對於有海外拓展需求的公司，數碼港也會提供 20 萬的資助。所有的資助大概在 100 萬港幣左右。公司在任何階段都可以和數碼港申請相應的資助。科學園也為不同階段的公司提供相應的項目支持。對於初期團隊，同樣可以申請 10 萬港幣的資助。對於有一定規模的公司，可以申請 129 萬港幣的培育計劃。當公司逐漸成熟，可申請企業加速計劃約 480 萬港幣。相比於數碼港，入住科學園區要滿足一個基本要求即公司的研發人員需要佔比 50% 以上。而數碼港沒有任何要求。香港政府對科研是大力支持的，加密貨幣的相關研發也包含在內。政府也為此設立了相應的人才補助計劃叫研究人才庫，以幫助公司招聘科研人員。每間公司最多有四名科研人員可以拿到這個資助，資金按相應學歷發放。學士學位，碩士學位，博士學位可分別獲得每月1 萬8，2 萬1 和 3萬2 港幣的資助。最長聘用時期為 36 個月。最後是香港政府投資有限公司。類似新加坡的模式，香港政府計劃成立一個基金去投資數碼港科學園內的公司，或是有潛力的創業公司。今年的市政報告中表明，這個基金會追加 300 億港元達到 600 億港元的規模。
4. Web3 主要區別於傳統組織形式的體現之一是自下而上的社區決策。港府是否已經意識到社區在 Web3 的重要性?區別於之前自上而下的 PR，港府是否會通過社區自下而上的與行業接觸與溝通?
【Terry】：我的觀察是香港政府已經逐漸開始有了這個意識，但需要時間。在傳統行業的想法和宣傳是比較傳統的，但我能看到政府的改變。比如金融科技週，政府有邀請Web3 的一些媒體和政府官員做一對一的訪問。
5. Web3 行業有專注於 NFT 社交應用、DeFi、GameFi 的公司、有專注基礎設施建設、信息及數據安全的公司，也有人工智能R&D 為主的創新公司，可以簡單介紹香港政府對Web3各賽道公司的態度嗎？
【Terry】：根據我的觀察，對於金融性質比較強的領域，從保護投資者的角度出發，監管是比較謹慎的。而對於遊戲，藝術品，影視創意媒體相關的 Web3 產品，政府是比較鼓勵的。
6. 新加坡在過去幾年吸引了眾多 Web3 的人才和科創公司進駐，最近剛結束的Token2049 更是吸引了全世界的關注。請問您認為香港在 Web3 領域區別於新加坡的主要優勢是什麼?未來發展方向上有什麼策略性的差異?
【Terry】：香港擁有全球第二多的高淨值投資者，是亞洲第二大的私募融資市場。在數字貨幣相關的未來發展方面，香港優勢主要在：
1. 中國大陸的優質 Web3 公司可以無需擔心政治因素；
2. 地理位置，通行方便；
3. 證券化通證（STO）的發行是對創業公司來說是個很好的工具。
