Bill Ackman 是美國大型資產管理公司 Pershing Square Capital 創辦人兼經理人，掌管 78 億美元的資產，其投資理念是「關注少數簡單可預測、有現金流且護城河高的公司」， Pershing Square Capital 旗下的持股僅 7 檔股票，包括達美樂披薩和希爾頓全球酒店集團，他不但會深入了了解這些公司，同時也在購買股票後參與治理，改善公司體質，和股神巴菲特的做法類似。富比士在 2015 年出刊的雜誌就以 Ackman 為封面，稱他為小巴菲特 (Baby Buffet) 。
Ackman 坦承自己最初是一個加密懷疑論者，但在研究了一些有趣的加密專案後，他開始相信加密技術可以創造出一些獨特的業務，這是其他技術無法完成的。藉由發行代幣形成強大的槓桿，來激勵企業和其他個人的參與，使計劃能快速的增長，也使代幣產生其內在價值。

Ackman 在文中也舉了 Helium 和 DIMO 做為案例，解釋其透過代幣的激勵來推動產業進展的模式。DIMO 是一個去中心化的物聯網 (IoT) 平台，它允許用戶透過其 APP 共享驗證的車載數據 (OBD)，並因此得到相應的代幣激勵，車主可由 APP 的紀錄得知車輛的即時資訊，也可以查詢保養、加油等過往歷程。這些數據對車主以及汽車製造商、供應商、保險公司甚至政府機關都是很有價值的。儘管像特斯拉等大廠可以為自己的汽車構建自身的資料庫，但利用 DIMO 的代幣激勵模型似乎是更有效率的選項，而加密技術的支持也提供了數據的實時造訪。
加密投資目前占資產的不到 2%
Ackman 也揭露自己是七個加密貨幣創投基金的投資者，除了 DIMO 以外，也投資了幾家幫助稅收合規和預防加密貨幣詐欺的公司，不過這些投資目前占其總資產不到 2%。而文中的訊息也不構成任何的投資建議。
