香港特首李家超本週發表任內首份《施政報告》，提及將全面提升香港金融業競爭力，並且提到了虛擬資產納管以及數位港元的準備工作，建議引入加密服務提供者有關的法定發牌制度，以確保監管與國際監管建議符合香港當地情況，更表明將推動香港成為國際虛擬資產中心的願景，這也暗示著香港的加密業務有望重新獲得開放。
香港考慮讓散戶投資者交易加密貨幣
據南華早報報導，香港證券及期貨事務監察委員會 (SFC) 牌照主管兼金融科技部門負責人 Elizabeth Wong ， 在週一投資推廣署所舉辦的會議中談到了加密貨幣監管。

Wong 證實，SFC 目前正在考慮允許散戶投資者直接交易加密資產，因為加密行業變得更加合規。「我們在監管這個行業方面有四年的經驗……我們認為這實際上可能是一個真正仔細考慮我們是否會繼續這種僅限專業投資者的要求的好時機。」
據悉，在過去四年中，香港監管機構採取了一種限制，只允許擁有專業投資者身份的投資人交易加密資產，專業投資者是旗下擁有至少 800 萬港元（100 萬美元）流動性資產的用戶。
香港逐步放寬加密監管
香港證監會於 2019 年推出加密貨幣交易所的監管框架，取得監管牌照者只能向專業投資人提供服務，並於隔年 12 月，證監會向交易所頒發了首張牌照，截稿前，OSL Digital Securities Limited （OSL）是監管機構網站上唯一列出者，成為香港首家證監會 1 類持牌數位資產經紀商。

不過，近來香港證監會逐步放寬了監管要求，目前監管機構還在審查是否允許散戶投資者投資於交易所推出的加密型交易基金（ETF）的規範。
另外，Wong 還透露，將在今年年底就是否允許散戶直接投資加密資產徵求公眾意見。並指出香港將很快對加密貨幣交易平台引入強制性許可要求。
