根據俄羅斯塔新社報導，俄財政部副部長 Aleksey Moiseev 接受俄羅斯電視媒體採訪時表示，財政部和俄羅斯央行已經重新考慮了他們對加密貨幣的處理方式，並認為在不久的將來有必要使加密貨幣跨境結算合法化。
俄羅斯央行向來反對加密貨幣，但由於俄烏戰爭引發地緣政治變化，央行的立場開始後退一步。Aleksey Moiseev 表示，財政部和中央銀行都同意，在當前條件下，沒有加密貨幣的跨境結算是不可能的，因此雙方已開始著手研擬監管加密貨幣的方法，同意將加密貨幣用於跨境支付。
此外，財政部也研擬使用者擁有類似於現在在互聯網上開放的加密錢包，「人們可以在俄羅斯聯邦以外的地方打開加密錢包，但必須在俄羅斯完成加密錢包的申請，中央銀行監管完備後，這些實體必須遵守反洗錢立法的要求，以及當然要了解他們的客戶是誰。」Aleksey Moiseev 解釋。
過去，俄羅斯銀央行一直希望保護俄羅斯盧布作為該國唯一的法定貨幣，2021 年底，俄羅斯國家貿易的加密支付的想法浮出水檯面。俄羅斯總統普丁曾表示，將加密貨幣用於石油和天然氣等能源資源的交易還「為時過早」。
但局勢就在西方開始制裁俄羅斯之後有所變化，今年 5 月，工業和貿易部長宣布，俄羅斯「遲早會將加密支付合法化」，俄羅斯央行總裁 Elvira Nabiullina 後來也改口表示，加密貨幣可用於跨境支付，但前提是加密貨幣不進入俄羅斯國內金融體系。
