當地時間週四，美聯儲主席鮑威爾前往國會眾議院，向金融服務委員會提供證詞陳述。與昨日類似，美聯儲主席的一系列發言仍聚焦在美國經濟接下來可能面臨的風險。

 

基本確定失業率會走高

美聯儲主席表示，目前的加息是為了驅動經濟增速下降至一個更可持續的速度，也給供給側迎頭趕上的機會。然而美聯儲手頭並沒有「精准工具」，所以失業率從歷史低位上升是很有可能出現的情況。不過美聯儲加息的目的並不是製造失業，同時失業率達到 4.1% 或者 4.3% 的勞動力市場依然也是強勁的。

根據最近一份非農數據，五月美國失業率 3.6% 已經達到疫情前水平，完全抹平了2020 年失業率一度達到 14.7% 的狀況。目前美聯儲官員們預計，失業率到 2023 年和2024 年底會達到 3.9% 和 4.1%。

鮑威爾：4% 的失業率仍是一個很強勁的數字

鮑威爾在週四強調，4% 的失業率仍然是一個很強勁的數字。到今天為止每一個失業的美國人能夠對應兩個空缺崗位，正是勞動力市場過熱的體現。所以眼下仍有就業市場不會受到衝擊的可能性。

對於美國宏觀經濟而言，失業率數據也會被放到更重要的位置上。週三費城聯儲主席哈克曾提及，美國經濟硬著陸的象徵應該是失業率「顯著」高於 4%。作為首個公開開腔談論衰退指標的美聯儲官員，這句話本身也代表著美聯儲已經開始在思考實際發生衰退的問題了。

在週四的聽證會上，鮑威爾也被問及美聯儲研究數字穩定幣政策的進展。對此他表示，央行數字穩定幣是一項非常重要的金融創新，同時會影響所有的美國人。美聯儲的計劃時在未來幾年里同時推進政策和技術的研究，並在某個時間點向國會提出建議。

鮑威爾也在週四強調，如果美國要推出數字穩定幣，提供背書的一定得是美國政府，而不是私營企業。
