穩定幣 UST 脫鉤崩跌後，各國政府正建立穩定幣相關的法案。日本議會日前正式通過法案，穩定幣必須與日圓或其他法定貨幣掛鉤，並保證持有人有權按面值贖回。

 

日本穩定幣法案

日本正式通過穩定幣法案，將其定義為數位貨幣，且必須與日圓或其他法定貨幣掛鉤，並保證持有人有權按面值贖回。法案也規範了穩定幣僅能由持牌銀行、註冊的匯款代理人及信託公司發行。也就是說，像 Tether 這類海外發行商或去中心化算法穩定幣皆不被承認，無法在日本的加密貨幣交易所上架。

該法案最初由日本金融廳 (FSA) 起草，於 2021 年 12 月首次宣布，並於 3 月在議會獲得通過，然後在週五的眾議院全體會議上獲得多數批准。此法案預計會在一年內生效，日本金融廳也將在未來幾個月推出管理穩定幣發行商的法規。

日本公司發行穩定幣 

查詢日本前幾大的交易所，除了 Liquid 外， Bitbank、Zaif、Coincheck 等交易所皆無法購買到穩定幣資產。

三菱日聯信託銀行公司也表示一旦法規已被完善規劃，將發行自己的穩定幣 Progmat Coin。此穩定幣將存放在信託帳戶中的日元作為儲備，並保證能按市值贖回。
