美國制裁俄羅斯瞄準挖礦產業 封殺 BitRiver 及 10 家子公司

俄羅斯對烏克蘭開戰至今近兩個月，美國今天（21日）宣布再對俄羅斯進行新一輪制裁，針對協助俄羅斯規避制裁的 40 多個實體和個人，當中就包括加密貨幣挖礦公司 BitRiver ，而這也是美國首次制裁加密貨幣挖礦公司。

 

協助避制裁公司遭制裁

BitRiver 成立於 2017 年，其礦場使用水力發電。這家挖礦公司在俄羅斯的三個辦事處僱傭了 200 多名全職員工。在這波制裁當中，BitRiver 旗下 10 家俄羅斯子公司也無法倖免。美國財政部說明，之所以會將 BitRiver 列入這波制裁名單，是因為加密貨幣挖礦公司能夠協助俄羅斯將自然資源貨幣化。

美國財政部負責恐怖主義和金融情報的副部長 Brian E. Nelson 在新聞稿中表示，「通過營運在國際上銷售加密貨幣挖礦算力的大型礦場，這些公司幫助俄羅斯將其自然資源貨幣化。」「因擁有龐大的能源資源和得天獨厚的寒冷氣候，俄羅斯在加密貨幣挖礦方面比較具有優勢。然而，挖礦公司依賴進口的挖礦設備和法幣支付，這使得它們對制裁的抵抗力較薄弱。」

今年 1 月，俄羅斯總統普京在政府會議上表示，「我們在這個（加密貨幣）領域也有一定的競爭優勢，特別是在所謂的挖礦方面，我的意思是指俄羅斯擁有過剩的電力和訓練有素的人員。」

根據劍橋大學的數據，俄羅斯是全球第三大比特幣挖礦國。美國當局認為，加密貨幣挖礦產業的收入有損制裁效果，美國財政部表示，將確保沒有任何資產能夠幫助普丁政權抵消制裁的影響。
